Webhooks

Webhooks are planned for a later platform/API release. They are not currently documented as a production external surface.

Delivery rules

When webhooks ship, Archon should sign payloads, retry with backoff, expose delivery logs, and never include private report contents unless the subscriber is authorized to receive them.
